Chapter 1 – General Provisions
Article 1 – Name
This magazine shall be named
Article 2 – Objective
The Socialist is a media committed to strengthening and developing the socialist labor movement by expanding the propaganda distribution of socialism and by strengthening the ideological struggle to establish the ideas of the working class.
Article 3 – task
The Socialist shall regularly publish online webzines and offline print media that meet the purpose stated above.
Chapter 2 – Members
Article 4 – Joining
Anyone who agrees with the purpose of publication of the Socialist and intends to participate in its publication activities may join as a member after submitting an application for membership and obtaining an approval by the member review committee.
Article 5 – Rights of Members
All members shall have the following rights:
1. the right to participate in all activities equally.
2. the right to be informed of decisions and current state of affairs
3. suffrage and the right to be elected in accordance with regulations on elections
4. the right to speak and the right to vote in accordance with regulations on meetings
5. the right to demand disclosure of the results of various meetings, etc.
6. the right to attend and speak at various meetings, etc
Article 6 – Obligations
All members shall have the following obligations:
1. the obligation to comply with the purpose of publication and regulations of the Socialist and with the decisions of the respective level meetings.
2. the obligations to participate in the publication of the Socialist
3. the obligation to pay membership fees and various funds
4. the obligation to make efforts for healthy criticism and unity within.
5. the obligation to maintain external responsibilities and honor as a member
Article 7 – Sponsor members
Those who are not members, but who are willing to support the socialist’s publishing activities with a certain degree of support, can join as a sponsor member.
Article 8 – Membership fee and sponsorship fee and special fund
① All members are required to pay a certain amount of membership fee each month.
② For members who have missed membership fees for more than three months, various authority of the members can be restricted.
③ Sponsorship fees shall be paid with respect to the wishes of the sponsor members.
④ A special fund may be decided to be paid separately from the membership fee if it is deemed essential for the activities of the Socialist. This shall be decided by the general meeting of the members or the steering committee.
Chapter 3. Organizations
Article 9 – The general meeting of members
① The general meeting of members is the Socialist’s highest decision-making body.
② The general meeting of members shall have the authority to decide the editorial line and activity plan of the Socialist, the revision of regulations, the election and summons of the executive members, the expulsion of members and the dissolution of the Socialist.
③ The general meeting of members shall have the authority to elect the head of the steering committee, the members of the steering committee, the head of the editorial committee, the members of the editorial committee and three auditors. The term of office shall be one year.
④ In principle, matters other than the 2nd and 3rd clauses above shall be decided by sub-organizations such as the steering committee. However, the steering committee may present the agenda to the general meeting of members if it deems it necessary to ask the general consent of all members of the Socialist.
⑤ Regular general meetings of members are convened every February. In addition, an extraordinary general meeting may be convened upon the motion of more than a quarter of its members or upon the decision of the steering committee.
⑥ The general meeting shall decide the agenda by majority consent to the attendance of the majority. However, dissolution shall be decided with more than two-thirds approval for the majority attendance.
⑦ The inaugural general meeting of members will be replaced by the promoters’ convention. The second regular general meeting of members shall be convened in February 2018 in consideration of the timing of the promoters’ convention. Similarly, the term of the first head of the steering committee, first members of the steering committee and the first head of the editorial committee, the first editorial committee members and the first audits shall be until the second regular general meeting of members.
Article 10 – The steering committee
① The steering committee is the regular decision-making organ and enforcement organ that comes after the general meeting of members with regard to activities of the Socialist, An executive office may be placed in the steering committee for routine execution.
② The steering committee shall consist of seven members elected from the general meeting of members.
③ The steering committee takes on and makes decisions about technical support for webzines, distribution of offline webzines, recruitment and management of readers and sponsor members, planning of planning projects such as education, and financing. It also elects members of the member review committee.
④ The Steering Committee has the authority to enact and revise various regulations with regard to activities of the Socialist,
⑤ In principle, the steering Committee shall convene once a month. It shall decide the agenda by majority consent to the attendance of the majority.
Article 11 – The editorial committee
① The editorial committee shall consist of seven members elected from the general meeting of its members, among reporters.
② The editorial committee has authority over the overall planning and editing and production of articles related to the content of the webzine and has authority over the approval of the qualifications of reporters. An editorial office shall be placed in the editorial committee.
③ The editorial committee shall have the authority to revise and delete articles if the content of the articles significantly contradicts the purpose of publication of webzines and the basic thesis. In this case, there shall be at least two-thirds consent from the editorial committee.
④ The editorial committee shall convene once every other week in principle, and shall decide the agenda by majority consent to the attendance of the majority.
⑤ Offline magazines shall be published at least once a month.
Article 12 – Conference of the head of steering Committee and the head of editorial Committee
① The head of the steering committee and the editorial committee shall have a conference once every other week for the active operation of the Socialist.
Article 13 – Reporter
① A reporter shall regularly consult with the editorial committee, but shall have the authority to write and post his or her own articles online. ② In principle, reporters should write at least one article per month and post it online. ③ Regular workshops for reporters shall be conducted in order to enhance ideological unity and reporters’ capacity.
Article 14 – Contributor
① Contributors shall be organized in order to publish various, in-depth articles.
② The editorial committee shall review the contributors’ articles and decide whether or not to publish it.
Article 15 – Reading groups
① Reading groups shall be actively organized and be activated in order to promote the growth of the Socialist and the socialist labor movement.
② Readers’ committee shall be formed based on reading groups. The steering committee shall provide support for vigorous activities of reading groups and readers’ committee.
Article 16 – The member review committee
① The member review committee shall be established for approval of membership and for examination of the punishment of members.
② The member review committee shall consist of the head and four members of the Committee, who are all elected by the steering committee.
Chapter 4 – Finance
Article 17 – Finance
① The Socialist’s finances shall be covered by the membership fees, sponsorship fees, special funds as specified in Article 8, and donations and the revenue from the sale of printed magazines.
② If necessary, special financial projects may be carried out in accordance with the decisions of the steering committee.
Article 18 – Fiscal year and audit
① The Socialist’s fiscal year runs until December 31 every year.
② Audits elected from the general meeting of members shall carry out adits within two months of the end of each fiscal year and shall submit the report to the general meeting of members and obtain its approval.
Chapter 5. Supplementary Rules
Article 19 – Amendment
The amendment of these articles shall be made with the approval of the general meeting of members after being proposed by the steering committee.
Article 20 – interpretation
The steering committee has the authority to interpret these articles.
Article 21 – General citation
Matters not specified in these articles shall be operated by citing general practices and democratic principles.
Article 1 – Effective
These articles shall come into force immediately from the day it is passed.
Article 2 – Transitional provisions
Any decision or election result made at each level prior to the passage of these articles shall be recognized as valid as it is unless there is anything wrong with it.
